The Assam Bamboo & Cane Policy, 2019 came into effect from 1st January 2020 for a period of five years.
Incentives under National Bamboo Mission
(Incentives to be provided as Credit Linked Back Ended Subsidy)
1. Propagation and Cultivation
Subsidy for creation of hi-tech, big and small nurseries upto 100% if created on Govt. land and 50% if created on Private land. Rs.1 lak/hectare to be provided for boundary and block plantation.
2. Promotion of Bamboo Treatment & Preservation
50% subsidy upto maximum ceiling for establishment of bamboo treatment & seasoning plants and bamboo carbonisation plants. In the case of government sectors, the subsidy is 100%.
For establishment of Livelihood Business Incubators, the subsidy is 100% for govt. sectors & 60% for private sectors.
3. Product Development & Processing
100% subsidy to the government sector and 60% subsidy to the private sector for establishment pf processing units for value addition of bamboo. management of bamboo waste in primary porcessing and establishment of micro/medium processing units.
4. Promotion & Development of Infrastructure for Bamboo market
Subsidy @100% to the government sector and 33% to the private sector for establishment of bamboo depots and godowns, promotion of bamboo mandi, rural haat, bamboo bazaar, etc.
5. Development of tools, equipments & machinery
100% grant to government institutions for technological enhancements of tools, equipments & machineries, import of technologically superior tools, equipment and machinery in the Common Facility Centres.
6. Incentives for skill development, awareness campaigns, research and development are also prosent under National Bamboo Mission.
Additional incentives under The Assam Bamboo and Cane Policy, 2019
1) Capital Investment Subsidy: @50% Capital Investment Subsidy on eligible Plant & Machinery and Internal Electrical Installations subject to a ceiling limit of Rs.5.00 Crore.
2) Promotion of Startups: For the startups in the bamboo & cane sector, a grant of upto Rs 5 lakh will be provided for innovative ideas.
3) Distribution of Tools and Machineries: Under the scheme "Distribution of Tools and Machineries for the artisans in Bamboo and Cane sector", the following tools and implements will be distributed by SBDA to the beneficiaries:
(i) Tools for Bamboo & Cane Furniture making( Manual & Power)
(ii)Tools for Incense stick making (Manual and Power)
(iii)Tools for bamboo mats and other items made in the handicraft sector (Manual and Power).
For the above three items, 100% grant will be provided by the state.
4) Incentives for Skill Development: 100% sponsorship of training in ITI & Skill Development Centres
5) Subsidy on Fixed Capital Investment: 50% subsidy on fixed capital investment including civil works for establishment of “Souvenir shops” for bamboo and cane products in places of tourist attraction with a maximum ceiling of Rs 5.0 Lakh whichever is lower.
6) Subsidy for the development of online portal: 50% subsidy on the cost of development of online portal for marketing of bamboo and cane products with a maximum ceiling of Rs 5.0 lakh whichever is lower.
7) Free sapling distribution for plantation in less than 0.5 Ha land.
Note: No dual incentives will be admissible unless specificaly mentioned.
